nope you get a boost to happy randomly from time to time. in my experience most of the time it happens when you are asleep, or just after you have trained your stats. Since 29th December 2019 its happened 40 times, Only 5 times was it a boost to my training and what i could class as useful.
Overdosed couple of days ago, EVL rewarded me with 3 x 1000 happiness. Usually interval is 5 days on average.
Without EVL I have to use my booster cooldown to regain my happiness. Training causes happiness to drop faster than it regenerates.

You can also rehab to regain your happy. A lot cheaper but it takes a little longer
I was not addicted enough, so I didn't want to waste rehab.
