Travel to South Africa and defeat nab0n using only a rifle.

I can't attack him because he has been inactive for 99 days.

You tried to attack them while mission was active and system didn't allow that?

You need to accept the mission before travelling. The target becomes attack-able only if you have him as an active mission target.

If you had accepted then it would be because you didn’t use only a rifle

Moved to grave, on request.
