I would assume it's any sort of move that changes the game state. Not sure if chatting or refreshing the page counts
User activity is simply the time you have spent playing the game in seconds. As long as your online, your user activity will increase.

So if i never turnoff my computer i can achieve 99.99% online time ?
I don't think that's how it works. If you don't do anything you become 'idle' which would not count towards activity
