Tooltips only appear on active items. From a usability or design aspect, I think it would be helpful if they appeared on grayed out items as well.

Thank you cloud and Joe. There are plenty of opportunities for other tooltips - the chain screenshot is just an example I had on hand.

Sure, I think it might be possible to show the basic tooltips with "War bonus: None" for example?
