The idea is pretty simple:

Have a raffle for those who vote in official torn competitions such as "Mr & Ms Torn".

10 votes = 1 entry into the raffle (so each picture you vote on counts as 0.1, the entry limit being the total amount of images submitted / 10)

5 winners win 1,000 points each + new merit "X factor (requirement - judge another player in an official torn competition)"

200 people win the "X factor" merit which I described above.

For a total of 205 winners.

Obviously the more you vote the higher your chance to win, would definitley encourage people to vote!

More votes & votes=entry for raffle also = less quality votes. Might encourage people to spam through them.

I value quality over quantity especially in such competitions where people take creative pictures to win users' hearts :D

While I do agree with this, people could just vote on 1 image and then be done with it since they would have their "entry", which would almost defeat the point.

Unless they make it so that it looks at the quality of the users votes (so they don't just spam 1s for example) and change the requirement to vote on a certain amount of images in order to get entry into the raffle.

I do agree quality of vote is more important than quantity. I personally vote on all images myself regardless of being given a reward, but when you look at the numbers andyman has presented that isn't the case of a lot of people.
