Fr00t wrote a script that helps many to find suitable targets for mugging and chaining. I personally used it and found it to give targets that are suitable for me and gives me a high Exp yield.
You can find the thread for the script here: https://www.torn.com/forums.php#/p=threads&f=67&t=16172651&b=0&a=0
It has a clean UI, unlike other target lists which is overwhelming. However, the clean UI might make a person confused as to how to use it.
This thread serves to teach you how to use the TAC.
Before opening TAC, go to torn's settings to retrieve your API key as shown in Fig 1.0.

1. 'Recent' shows the last 10 players you attacked
2. 'Top recent' mugs show the most recent 10 players you mugged and with money mugged taken into consideration.
3. 'Top all time' shows the top 10 players you mugged from. from the most money mugged to least.

2. Paste it into the 'Enter userID' area.
3. Press enter.

4. Press Log In and wait for the script to run.
Important pointers:
- For future uses, you don't need to copy your API from settings as TAC would have saved your API address.
- Only open up settings for API key if you changed the key.
Part 2 (MUG)
TAC has 4 major functions. Now I will cover how to use TAC for mugs.
After logging in, you will see Fig 2.0

Important pointers
- Occasionally, targets can be extremely high in a certain aspect and the TAC cannot detect that. In that case, try your best to find help or to escape.
- The most annoying kind are those that will mitigate your attacks fully.
- All targets are supposed to be inactive players. No harm checking if they suddenly came online!
Part 3 (CHAIN)
TAC has 4 major functions. Now I will cover how to use TAC for chains.

Important pointers
- You can re-attack the players on the list.
- This is where the last time you attacked/mugged comes in handy. You can gauge how much money will be regained by the afk player before mugging again, giving you more money as compared to quick successive mugs.
