I've been compiling a list of inactive players to farm and it occurred to me, there are a ton of inactive players with some pretty nice equipment. Just sitting there locked up in the void. It would be awesome to have a skill for thieving. Ability to successfully rob another player improves with successive attempts. You can tie it to nerve maybe? Other factors for success might include how long since a player last logged in, the overall value of the item being lifted, and whether or not the player is in hospital/jail?

Seems like it would be a way to incentivize players to log in daily and keep out of the hospital/jail. All while reintroducing those valuable items locked up in stagnant profiles.

This kind of suggestion has already been refused. Item thieving has been a big no no, mostly because there's no way to balance it without making it potentially broken, or useless.

It would either only target low level stuff, which would be pointless, or would have a chance at getting any item which would be devastating if the player comes back.

10 years. That is my opinion. Items should be able to be thieved after 10 years of inactivity randomly selected out of inventory and have a 5 percent chance to actually thief something. It should take 50 energy and have 1 percent chance to steal something from display case. So it would be a bitch to get but worth it for good shit.
