    Looking at the logs I can't see you have accepted the mission? After accepting the mission you should be able to attack them.

I had a Duke mission where I am supposed to mug Dave_Devil in South Africa with a rifle. I fly to South Africa and find the guy. I am unable to start a fight because I get a message like "This individual has not played in a long time." He had approximately 3300+ days of inactivity. I reported the bug to the help people. They wrote back and told me to cry here. Can you fix the mission or did I do something wrong? Thanks

Looking at the logs I can't see you have accepted the mission?

After accepting the mission you should be able to attack them.
