Yes, you need 6 or more turns in this case.

Duke sent me to go attack sniperlord and win under 6 turns.

So I went and did that, but quest is not marked as completed. Still says I have 3 days to go. So I did a few more times but still no work.

Am I missing something?

Other way
You need to take 6 turns or more. Pepper spray, try not to hit for 5 turns (rusty sword/plastic sword), attack with a good weapon.

As above “no fewer than” is the same as “NOT less than”, ie you need to take 6 or more turns to win.
