Two Mayors?

This may just be a text translation issue .
When undertaking the organised crime of kidnapping the mayor is referred to and him.
When doing the crimes -kidnapping -Mayor, the person in question is referred to as she and her.
Does Torn have two Mayors?

Where exactly is the Mayor referred to as 'him'? I cannot find this?

On the OC report for kidnapping, Example below from a recent crime from my faction.My mistake it only references he and not him.

1. After staking out the Mayor every day for some time, the team know today is the day he lunches alone.
2. {name} and {name} sit patiently, watching and waiting outside of the court house.
3. The Mayor finally makes an appearance, as he wanders towards the local deli.
4. {name} waits for the Mayor to get closer before they make their move.
5. {name} pulls the vehicle alongside, engine idling softly.
6. {name}jumps out and forces the Mayor into the back of the van.
7. Making their escape, the team realize that they have hit the jackpot this time

I'm no genius, but I don't see where in that the mayor Is referred to as 'she'

1. You receive a call giving you the name of the target.
2. You drive over to city hall and wait for the mayor to leave.
3. She walks out of city hall alone.

So, in personal crimes (Kidnapping > Mayor), the Mayor is referred to as a woman. In organised crimes, referred to as a man.

I don't think it's necessarily an issue, but we can ask Joe regardless.

given how frequently the mayor is kidnapped, it could easily be a different person each time.

or maybe the kidnapping OC could change to "deputy mayor", then there'd be no discrepancies

There are many districts within Torn, a different Mayor for each area.
