What does it mean when I attack someone and it displays Mitigated?

It means their defence is 14 times higher or more then your strength, so you can’t damage them.
Their effective defense is 14x higher than your strength. If you can you should try epinephrine, vicodin, or if all else fails a group attack

OP, weapon change or part of body struck won't matter. If you see a hit for zero, you can't win that fight unless already holding epinephrine, or you ask for help and have someone join the attack. Each extra person joining will further reduce the opponent's stats including defense.
Otherwise, lose, Stalemate, or escape are your options.
