OK so I only spent mission points on books and recently spent all I had on a book so today a book spawned in the points area with no chance of me getting it is it lost or will it possible randomly spawn again someday

As Jiren said, it’ll be back most likely at some point. Unfortunately it is hard to say as to when, it could be a long time before it appears again :(
None of the books I missed has come back but others did.
You could be waiting years unfortunately. Always stock up on mission credits points and keep at least 3K on hand. You never know when that top tier book comes along for offer.
