It's one of the educations ... in General Studies, I believe.
For racing you need a racing license, which you can obtain for some points (50?) at the points building.
Not sure if you need a drivers license to race though (I have both)

A diving licence can be obtained through education. It's under general studies. It will allow you to do arson crimes.
Not to be mistaken with a racing licence (which will allow you to take part in Torn races). A racing licence is purchased with points from the point store.
