Hi y'all, I don't know what's going on with the "impending terrorist attack" - could someone explain it to me?

https://wiki.torn.com/wiki/Dirty_Bomb
A Faction dropped a Dirty Bomb on another faction which affects all of torn. These Dirty Bombs are extremely expensive so really only happen like 2x a year. So we'll just have to wait for it to be over. :D
It means someone has planted a dirty bomb on an opposing faction..
Another effect is that all players won't be able to neither fly if you are in torn or visit any city shop from now until a few hours after the bomb has gone off..

I was here when there were many dropped consecutively
Thanks for the info.
