I suggest adding an NPC located overseas so that it requires travelling to participate. This NPC doesn't need to have a rare weapon drop but instead it has a range of mid-high value resource drops which make it worth players or factions trekking overseas to the NPC for the attack. The idea is to have an average loot value which is greater than the existing NPCs located in Torn City, more drops (so more than 4-5 people get loot) and also have less variance in drop value.

The justification for this NPC dropping more loot and higher average loot value is that there is a lot more effort and risk involved in overseas NPC hunting. Firstly, there will be player on player attacks and faction vs faction attacks leading to overseas battles. There is also the time investment of flying to the NPC and there is the risk of what if you spend time flying to the NPC and are hospitalized right when you get there. This also leads to a whole mini economy around these overseas fights where revivers would suddenly find it lucrative to provide medical services overseas. Stronger players also can't keep hosping players because you have a restricted amount of energy that you bring with you overseas so you can't use boosters/cans to hosp other players and you may want to conserve your energy to do multiple attacks against the NPC. This allows lower stat players to also attempt to sneak into these NPC fights and earn themselves a good shot at getting some great loot.
This NPC can also be seen as the more risky version of flower running with more inherent danger but greater reward.

- Other cool stuff like sellable special ammo crates (although I'm pretty sure admin don't want special ammo to be sellable)
