Does the press pass boost that gives 0.25% boost to a random stat work as a passive boost of 0.25% which increases in line with your stats?
Or does it work at the point of use and add a fixed amount of stats equal to 0.25% of that stat total each time you get it as part of the press pass special?

If you mean battle stats, it's 0.25% of a random natural stat with no bonuses from faction or jobs.
Example, if you have 1 mill strength- it will give you 2,500 strength
And that doesn’t then increase as you increase stats, it just increases by 2500 (from your example) at the point you use it?
it increases it at 0.25% at the point in time when it was used.... if your stat is 2 mil then it would be increased by 5000

That's how it works. It's adds 0.25% to your current stat total as a permanent boost.
At 200m, it's 500k stats, which is about 200 energy spent in George's.
At 500m, it's 1.25m, which is like 2 Xanax and a full energy bar.
While I don't know how often it comes up, it's probably one of the best results you can get from that job special as long as you have the stats to get value from it.
