So I’ve noticed that everyone keeps hitting the Easter Bunny on Loot Level III, How come no one waits till loot level 5? I don’t remember a time where I’ve seen an NPC hit loot level 5

They were actually at 5 during elims and maybe one of the other events? Memory is a little fuzzy but what pence said is dead on.
Yeah it's mainly during elims where most of torn are either in hospital or too focused on smashing the shit out of each other
For every NPC release, players attack before they reach Loot Level IV.
The excitement will die down and Level IV will get reached once the current drop prices get low enough.

Elims and Trick or Treat both had NPCs get to loot level 5... need to wait for an energy-using event so peeps will be loathe to use e on an NPC
