If they are then that’s possible if they took a break, got selected for missions then returned. You know there’s ways to beat people with higher stats, group attacks, drugs, temps.... or skip it.

You can get an active person in the missions if they were selected before they became active again. Even after returning to activity the person can still exist in the mission target pool for a little while. This is not considered as an issue.
