Use an empty box, you'll get prompted on what to put in it.
Use the wrapping paper, you'll get prompted on which box to wrap.
Use the wrapped parcel, you'll get prompted on who to send it to.

Buy an Empty Box and some sort of wrapping paper from Post Office/Item Market, click the 'use' button for the empty box in your inventory. Select the items you want to put inside. When you've done that, click the 'use' button for the wrapping paper and select your parcel.
