I have found this weird parachute item in the city. It says it is a stat enhancer, but does it do anything? It says something about stats but I didn't understand. can anyone help?

The important thing to know is it is a one time use item. If you use it, it will disappear forever. You will get a merit for using it but as others have said, you'll be better off selling it.

Upon used, they give +1% of the specific stat, on your case, Dex, based on current value (not 1% permanently, 1% of your CURRENT TOTAL);
It is advised to use it when you are on multiple billion of a specific stat, usually you are a very old player and rich;
Their value is on the multiple millions zone, Parachute by current Market Price is ~420 Mil for example;
Usual recommendation is, unless you already know your build, have many billions in stats and very high NetWorth, use it;
If you do not meet criteria above, sell it, will help you considerably more;
Considering your in-game age, sell it, it is a very luck find!
Consider selling to a trader if you are not confident in self-hosp , place the $ after sell in a ghost trade and safely save it after.
