My employee is active and logs in everyday but his activity displays -130.
As a result, he ends up being a 0* employee.

Simply logging in is not enough to trigger the activity requirements for employee effectiveness.
Generally the player logging in and completing some things that trigger the CAPTCHA will fix this. Simply logging in and chatting or looking around don't count.

"There was a change as to what counts as activity for a company employee, simply logging in isn't enough.There are basically two types of inactivity, one is wheret he player is not logging in at all, in this case he gets a gradual debuff on a daily basis. The other is the change that was implemented few months ago, where the player logs in but doesn't play the game for the past x days, he will get a full debuff on xth day.
