I am too slow to get beer from Bits 'n' Bobs. This may seem like an irrelevant point, but it is the inspiration for this idea.
Demoralize is cool, right? Maybe overpowered, I don't know. But it's a real shame that GAK's are the only weapon in the game with a special ability (please correct me if i'm wrong about that). However, Demoralize should remain on GAK's alone. I think people would be rightfully upset if their $25b gun got indirectly nerfed by applying its unique selling point to other weapons.
So my proposal is to introduce a pool of weapon modifiers, and add these to some newly-created weapons randomly. We don't want the modifiers to be too strong. Just strong enough to make them slightly better than an otherwise equal weapon. Perhaps breathe life into some underutilized weapons too. Here's some examples (some of which may be unbalanced, they're just examples to show ways this idea can be taken):
Also, if this idea is ever implemented, don't tell anyone. Let it begin with a forum post 'I just found this weird gun', milk that hype and wonder, let players discover, bring the community together in the pursuit of knowledge and murderous efficiency.

- 10% Life Leech
- 50% bonus damage on turn 1 (intentionally prevents you using a temp first)
- Guaranteed Critical on turn 25
- Hits block escapes for 2 turns
- Auto-Reload
- Misses grant increased accuracy that stacks, bonus is reset on a hit
- Hits grant increased damage that stacks, bonus is reset on a miss
- 3rd clip deals 25% extra damage
- Gain % bonus damage/accuracy based on your addiction penalty
- Hits cause opponents to lose damage/accuracy based on their addiction penalty
- Bonus damage/accuracy based on your current bounty value
- Bonus damage, misses deal some damage to you
- Finishing hits grant 1 nerve
- Bonus damage/accuracy, each attack gives you a $500 debt with Duke
