A Dirty Bomb can be built by a faction which has the Laboratory upgrade and 100x Cesium-137 in the armory. They cost however much you can find one on the market for at any given time. Since they're produced by factions and cost a lot to produce, they're reasonably rare and a lot of factions hold them rather than sell them. The current lowest price on the market is $99,000,000,000 :)
