You'll gain more nerve as you do more crimes. For each crime success you'll get additional crime experience, and at certain points you'll level up your nerve bar until it's 60. So just keep doing crimes and you'll keep getting better at doing crimes. You can read a good guide on the crimes system here - https://www.torn.com/forums.php#/p=threads&f=61&t=16120850&b=0&a=0

As you perform more and more crimes, your NNB (Natural Nerve Bar) will naturally rise on its own. You can also drink beer that can be purchased on occasion at bits n bobs to gain more nerve.
Joining a faction with criminality perks will give you +40 maximum nerve too. helps so you dont have to log in as often to do crimes.

Just to clarify, upgrading your nerve through merits does not increase crime success chance. There's a hidden stat called "crime experience" which determines your success chance, and as you increase this, both your success rates and nerve bar increase.
So the nerve merits increase the amount of crimes you can do, and the crime experience merits increase your success rates.
