You can always go back and train in any regular gym after purchasing membership - so there is no end to any regular gym.
(Exception is Specialty Gyms where you need to meet conditions to use them.)
Once you unlock George's Gym you stop accumulating gym experience to unlock gyms.
Depending on your goals and available money, you might not want to unlock all heavyweight gyms. You will still accumulate gym experience to unlock gyms - you don't need to buy all the memberships to progress.
