It shows you how close to max stats that that item rolled with armor there is only one value so its directly one being better than another for weapons the important stat can be either damage or accuracy depending on the weapon so a higher quality doesn't always mean better or more valuable but is still a useful tool for showing the rarity of that weapon compared to others of the same types.
Just to show you what it says about quality in the torn wiki:
The Quality (displayed as a percentage value) that each weapon displays is essentially a combination of the weapon's Damage and Accuracy, with a score that reflects the range of its potential in each stat. 50% of the weight is assigned to Damage and 50% to Accuracy.
For example: A weapon has a Damage value range between 30.00 and 31.50, and an Accuracy value range between 50.00 and 55.00. If there is a listing for this weapon that has a 30.75 Damage (a 50 percentile in the value range), 52.50 Accuracy (a 50 percentile in the value rage), and no special bonuses, then this weapon would have a Quality rating of 50%.
