Is the crimes in the factions set up automatically or dose someone with in the faction set it up

Members in the faction with OC permissions (sometimes the whole faction has it sometimes certain people) have to set it up and then set it off once it’s ready.
Organized crimes use a group of people, each crime requires different CE from the participants and give different rewards. They also have a planning period, and once that is over anyone with permissions can initiate it and then plan it again once it is finished.
