I think a player game room would be a pretty good idea, where when players are in Torn City they can play against each other in actual online games like pool/ snooker and similar games, potentially even for in-game money (like bets are done in Russian Roulette). This would add a pretty cool new aspect to Torn there isn't much of at the moment.

Good idea but this wouldn't really add too much too torn, i would rather have Ched work on something like crimes 2.0 or dark mode fixes as those are more important to torn.
Part of the problem with adding so many pvp games that are skill based is that it's way too easy to cheat. Casino games are pretty perfect because they're so highly based on luck, that no matter how many guides you read or how many algorithms you have running, you always have a pretty good chance of losing. In skill based games, like pool, it is waaaay to easy to either use a computer to determine the best move or just full out make a script that plays the game for you. Chess used to be in Torn and was a great example of this. People would use chess computers to determine the best way to win, inputting their opponents move and then using the move the computer came up with. If any new games were to be added to Torn, they'd almost have to be classic casino games.
