Restart what? You can restart a chain, from zero, yourself
We had our chain drop during some game server issues preventing us from doing attacks. Hopefully this could be investigated to confirm it's server sided and have the chain restored. If not thank you for your time we'll just run another one some other time.

If there's an outage that affects the majority of players, chains will be automatically restored. Alternatively it could be wise to ping bogie at the time to dig into the details and I'll be able to confirm if there were any issues at the time. Once a chain has cooled down, it cannot be restored. Sounds likely your chain watcher done messed up, and blamed "bugs"...
