Is it better to have higher stats employees in roles that will make them 150%, or for them to fill the more demanding roles at expense of their effectiveness?
Is the goal to chase as high as possible overall employee effectiveness points, or higher average employee effectiveness?

Stop thinking in terms of 150% effectiveness, that system has been abolished a very long time ago (like 4+ years). Instead just mouse each employee's effectiveness breakdown to see how their working stats match up to each position.

I believe its imperative to continue chasing as high as possible employee effectiveness while at the same time also having a optimal ratio of employee positions in the company.

What yolo says is correct, and at the same time self-fulfilling.
If your employees are way above recommend work stats, having them is the company's best combination of positions is easy. When you have subpar employees, that's when its hard to do

Sales are what you want. It doesn't matter what your efficiency is as long as you're getting the best sales numbers possible

Valuable positions are just that because they are important for you're sales. My best employees are at the most important positions.
