I just achieved 1000 computer crimes, and two separate bugs presented themselves:
The "Medal" does not reward itself except upon visiting the Awards page (clicking the medal icon), it then awards itself. But the icon does not glow green to indicate you earned one. This has been true for most medals I have earned, they only trigger upon visiting the Awards page.
The Honor Bar ("Bug", naturally) did not earn at all at 1000 computer crimes, and it was only at 1001 computer crimes that the honor bar awarded itself.
Merit Awarding Bugs

Those are the necessary triggers and are intended. Medals trigger upon visiting the Awards page or your home page. Crimes honor bars trigger on your next crime page visit. You do not need to commit another crime, just a visit to the crime page and then the awards page is sufficient to trigger the honor.
