My nerve is usually 21 but it's now maxed at 16. Not sure if for reasons, or bug!

It could be the 100 times you’ve been jailed in the last month… or if your faction changed perks.

As mentioned above, nerve bar can go up and down based on your raw CE as well as other perks like faction and merit upgrades. I'd recommend you to read this guide on Crime experience.
