So uh... this seems a lot more like a Q&A forum post... But sure, let's run with this.

The problem with books being sellable/tradeable/sendable is that you take away from the uniqueness of books. Everyone can have only one of each and that's it. And if you play for long enough, you're bound to eventually get all of them, whether you're a subscriber or not. But suppose you could give them to other players, either by gift, trade, or sale. What's to stop someone from getting a dozen copies of Fight Like An Asshole and essentially get a little over a years worth of pseudo-permanent stat boost to all their stats? They'd have +25% boost to all stats for a year. Or how about Cold Turkey? A year of zero drug addiction gain. None whatsoever. And even then, when you read a book, you don't lose it, it becomes a souvenir item. So what would be the point of getting extra copies? You could just reread the copy you already have.

Look, I get it, I would love to be able to send some people the books that I have that provide zero use to me, but there are reasons why you can't, and they're pretty good ones, if you ask me.

So... even taking away from the fact that this isn't really a suggestion...

They would be crazy expensive if they were trade-able, and would give an unfair advantage to the old established richest players.
