Is safety really useless as stated in https://www.torn.com/forums.php?p=threads&f=21&t=15963648 and I should go for Super Octane Fuel Plus Nitrous? I see it reduces it by a lot.

Yea safety is worthless. Crashing is all random. There was a time when i crashed 3 days in a row and on the other side its been over a year since the last time I've crashed. (Knock on wood) I mean technically im sure it does "help", but the amount it helps isn't worth the point investment cost.
better safe than sorry
All safety does is reduce hospital time if you crash, which is irrelevant since most get revived to get out. Don't waste the points.
That image was misleading in any case, the fuel doesn't have such a big safety cost. By the way, this race is strange, not having anyone join it yet.
