I have been given the recruiting job of my faction. A micro faction that needs to grow. I'm just wondering if only a certain rank can do it or can anyone within a faction recruit people? Thanks in advance for the help.

For making people to apply, you would need good communication skills and ability to find people who would be suitable for your faction.
I would first say you to get your faction preferences clearly and beautify them and present them to players who might be in need.
And a good recruiter is one who can not only bring more people but who can bring people that would actually stay for long.
And do not get disheartened if you approach doesn't work initially. You will get better as you go. Every player is a separate individual so you can always try all the approaches.
Don't spam players or chat rooms.. you may get unnecessary attention from people who are too free, you wouldn't want it.
Try to limit poaching. If you really see a capable person in other factions, converse with him and make him leave on his own Accord without any false promises.
You also have to listen to the people who joined by your words and may have to work as an intermediary between them and your leadership at least until they are settled.
People once settled rarely want to change factions due to the inherent rigidity that is present in all of the humanity

If I were to be looking to join a faction, the first thing I look for on their faction page is the perks, to see what they offer compared to the other 3 million factions out there - you don't tell anyone who might be interested what you can offer them, ie extra gym gains, travel perks etc. Even my faction which isn't bothered about recruiting tells people what is on offer
Secondly you need to tell people what you want from them - ie spend 450E a day on training, chain once a week, send photos of your big toe every friday (there are some weird factions out there) - you sort of do that for inactivity, but nothing else.
Third, as was said above, you need to be given permission to accept applications

Recruiting for a small faction can seem very disheartening at times, but don’t give up!
Think outside the box with your recruitment messages, you want to stand out, and show the benefits of your faction.

Smaller factions (Under 2m respect) will have a harder time of reaching out to people overall. Most players value optimisation, so they will head some where the perks benefit them the most. The next best thing you can offer is some where that provides a really nice, chilled out and friendly atmosphere... you are the face of that when recruiting.
I've wrote poems to people, told jokes, spoken about interests (music, boxing), played Russian Roulette with people, sent cannabis to people with messages... just try and figure out what works. Whilst you're still up and coming you need an angle to promote your crew. Once people see that you're doing a great job and you have over 90 members, it gets easier. Someone once even joined ShadowSpire because they liked the names of the people in the group... anything could work!
One last thing, there is a lot of value to a new player with high ambition. Search for them green leaves and get in touch... you never know who you may have just brought in to your squad or where they could be in a few months time with the right direction and nurturing.
