It seems as you're level 11 you've got a general grasp on the game but one of the more effective ways to level up quicker is to attack an opponent, and if you win, select to leave them.
This is of course a big use of energy but pretty much anything you do in Torn will add to your level experience.

Attacking and leaving other players gives the best exp. Crimes, training in the gym and job specials can also give some levelling xp, I believe.
When you’re ready to level, you’ll get a splash screen informing you so. You can then choose to level or “hold”. If you hold, you’ll see an [Upgrade] button from then on next to your level in the top left sidebar. You can click that and confirm your level up anytime.
