What do you think they lack?
Personally, i think crimes should be a bit more interactive, and less like "the jacket grind" crime system. And maybe more rewarding as they ll need more personal skill and not only in-game crime experiênce. When i Say this, i mean like a bunch of options in how to do the crime, those leasing to the greens, blues and reds.

I think crimes lack a certain "je ne sais quoi". Back when I was 6 and a half, we would roam the streets with motorcycle chains with razor blades welded to them. We'd viciously attack anyone who was out after curfew, our curfew which was 3PM.
I remember one time Tommy-Two-Fingers (he got the name from his priest but never told us why) saw this old lady coming out of the grocer with a paper bag full of oranges. Now TTF hated oranges, hated old ladies, and hated the doors of the grocer even more. He walked up to her and wrapped that chain around her left thigh (he was always short for his age) and she let out a yelp and took off running. Tommy lost his motorcycle chain that day and well the rest of us beat him mercilessly.
There was another day when everyone except for TTF found some depleted uranium. We carried it down to the nursing home and hid it all underneath the floor boards. None of us have any skin left but neither do the old folks.
Bring back crimes against decency.
