Highest nnb is 60, but after 45, yeah. 30-35nnb if you're just doing arsons imo. The passives are useless, imo, since it's gonna be capped at 45 anyway, and 45 doesn't take too much time if you're grinding arsons.
65 nnb doesn't exist
NNB = natural nerve bar
That's your nerve bar without counting faction perks, merits, or company specials
If you have 60 nnb it's generally accepted that those merits aren't useful to you anymore, but make sure you check and see if that's actually your nerve bar
