Pay no attention to the trolls. If you’re meaning more nerve (I’m assuming a typo), here is a guide to help you https://www.torn.com/forums.php#/p=threads&f=61&t=16120850&b=0&a=0 This will help you build your natural nerve bar. If you’re wanting to just add some extra nerve for right now, you can drink some beers! :)
As for weapons, you can buy them from Big Al’s or the item market. I recommend an enfield until you can afford the armalite, a BT MP9 for your secondary, and a macana for your melee (a diamond bladed knife when you can afford it).

Nerve bar naturally increases in increments of 5 as you get more crime exp (ce). Ce increases as you do crimes, with higher nerve crimes giving more ce per success. If you attempt a crime toonearly, you may get jailed or hosped, which both lose ce. Hence the safe crimes
The crime guide is a bit too cautious. You can do jackets, after 800+ (a couple days of crimes after 20 natural nerve bar), try thorough robbery. If it's green, do them till you can do arsons (check by polling the same way. After that arson till 10k
Can also get crime exp via jail busting or organised crimes. Planned robbery and up give ok ce. The ultimate goal is to be part of political assassination group. You'd have to keep working on xr till then
Can also increase nerve bar via merits (+10 max, in awards section), or factions with criminality branch nerve bar upgrade (upto +40)
Don't worry about weapons for now. Level to 15 so you can start flying and making money. Can buy weapons in item market. Different quality leads to different pricing. Tbh instead of buying you can just loan weapons from your faction's armory. Armor too. Buy them when you're richer later.
