After winning and leaving a table, i can't rejoin the table shortly thereafter unless I have the same amount to start with that I left with. Kind of lame because it's always a race to deposit winnings before someone tries to mug me. Then withdrawing the same amount is problematic.

That is intended behavior, please don't change it. It's in place to prevent ratholing. You can sit back with the regular table amount after 2 hours.
What is your OS, and browser? I belive it is android?
