Note that these are bonuses for having extra, not penalties for not having enough, and once you reach whatever the natural CE success cap for a crime, just like the merits and education bonuses, they don't have any effect.

There are many hacking threads. The short answer to your question is do the education or not. Primarily you do not want to lose CE from doing hacks. To be in that position hack at 35NNb-40NNB. There will be no net loss of CE at that level. In other words the CE gain from the success counteract the CE loss from the failures. The way to check this is to start hacking the day you jump to 35 or 40. There are different issues with meat warehouse and the interplay with PA CE gain.
