I just accepted a "marriage counselling" duke mission but the person's spouse I have been told to target is banned. The account is linked here https://www.torn.com/profiles.php?XID=1534036. This mission running out will decrease my standing meaning i'll leave medium difficulty missions so if you could help quickly that would be great.

Your mission is to attack GiruGamesh's spouse, not GiruGamesh.

For the mission your target is Cha3199, who is not fedded >> https://www.torn.com/profiles.php?XID=2693944

As mentioned above, you need to check the player profile of the account given in the mission objective.

Thanks!
