hey what is weapon xp? and is it earned from attacking people is their guides on how to gain it quicker - is it worth worrying about

It takes 2000 hits to achieve 100% EXP. Pretty much the best way to achieve this is with NPC attacks. And it's definitely noticeable, just takes awhile to get there.
It's also worth noting, like a lot of things in Torn, you gain it on an curve. So it starts building quick at first and then tapers off rapidly.
