And how is this an issue please? The panel is showing you that it has only found 2 factions in your size range and none out of those are NOT in the pool of Recently fought criteria. If you do not have matches, you won't have a ranked war. The system doesn't guarantee matches every week. The system will try again next week on Tuesday.

Edit: You will also be eligible for Priority Matchmaking if you went unmatched this week (provided you do not unenlist in the meantime)
