I've noticed that some new missions show up with a star next to them, while others don't. What is the significance to the star?

A star or asterisk beside it means it's a new mission type that you've not received before. https://wiki.torn.com/wiki/Mission
iirc those are missions that take you to the next tier of agent standing upon completion. i.e. if you're on medium and complete a starred mission it will unlock hard missions.
