First of all, wrong Forum!
Some NPCs can be attacked and have a loot Lvl. At lvl IV they can drop rare Items/ weapons and are often atacked by the community. Just join the attack.

Moved to Missions. As the above stated, check out YATA. Once Duke is nearing loot level 4, join the group fight. You don’t need to defeat him by yourself (quite frankly, you wouldn’t be able to) and you don’t need to be the one to defeat him at the end of the group attack. Just do as much damage as you can, and you’ll complete your mission. You may even get some loot in the end!
