I'm being told there was the ability to equip two primaries.

You can't equip two primaries. There are a number of "Dual" SMG weapons, but from a mechanical point of view this is a single weapon.
That is, you can equip the item 'Dual Uzis', if you're lucky enough to own one. You can't equip two '9mm Uzi' items.
