Hello. Will the damage ticks from poison/burn bonuses still take effect even if a target has 14x higher defense than that of your strength? I am curious to know if it can be a way to deal with players that have enormous defensive stats during a war. All help is much appreciated and thank you!

No The ticks are a percentage of the initial damage dealt so if the initial damage is 0, the ticks will also be 0 (in theory) actually it just doesn't activate

As above, no. The way to deal with them is group attacks, which lower their def by 50% by attacker, or epinephrine, which increases your strength 500%.
While what you say is correct, it is important to understand the poison mechanic cannot even activate on a zero damage hit. So it won't even get to calculating the damage value (zero) of the poison.
Very true. also very important for all procs requiring a hit; hits mean DAMAGE inflicting hit, which is more than 0.
