Is it just me or does the Torn PDA app from the AppStore on iPhones not seem to be working properly at the moment. Can’t view the city map and keeps logging me out and saying ‘too many requests, please refresh in 60 seconds’ and then it’ll let you use it for a bit and then go back to the refresh page

That might be caused by a script (or something external to Torn PDA) reloading the page too many times. I'd recommend to deactivate all userscripts and reset your browser cache (you can accomplish both things in Settings / Advanced browser settings), and see if it works.
You will have to take it up with Manuito above, who is the developer of Torn PDA app. Try using Torn without any scripts on an external browser and see if you are facing any issues, we can only address issues which are happening directly on the site.
