Went to faction armory to check out the temps and something strange was happening. Temps were acting like primaries and secondaries.

If you are referring to multiple rows per item, 1 row is added per member who has loaded them out.
E.g. 2 members have loaned our Grenades to themselves and the third is what is available within the faction.

As mentioned above, a new row is created for each member that has loaned out the temporary item.
